Check your memory. Missing memory can be the root cause for this error message.

zlib

Symptom, in this case from building freeciv:

checking for gzgets in -lz... no
configure: error: Could not find zlib library.

Reason: Your zipping library zlib is not installed in a way that you can build software with dependencies on it. You need the development package of zlib.
